Sunset and Holloway Gets Its Pavement Back Before Its Breakfast Spot

The corner of Sunset Boulevard and Holloway Drive is recovering on two timelines. The street gets its permanent repair in phases that run through November 12. Dialog Café's original room at 8766 Holloway Drive is on a much longer timeline. Its owners estimate the restoration could take about a year or longer, and they haven't set a reopening date.

That gap matters for daily life around here. Through at least next fall, the corner's morning coffee, a casual lunch and a serious dinner are all at one address, The Sun Rose at 8430 Sunset Boulevard. The repaving schedule decides how easily you can get there on any given day.

What Broke in July, and What Got Patched

The City of West Hollywood says a 36-inch LADWP water transmission trunk line under Sunset at Holloway broke at about 4 a.m. on Thursday, July 16, 2026. Sunset stayed closed for more than a week and reopened at about 11 p.m. on Friday, July 24. The Beverly Press reported that the line dated to 1916 and that the water reached Dialog Café, nearby homes and apartment buildings, underground garages, sidewalks and the roadway. According to NBC Los Angeles, West Hollywood officials estimated that at least 150 parked vehicles were damaged or destroyed.

The asphalt that went down in July was temporary. It got traffic moving again, and the permanent repaving was always planned for later. The City scheduled that later work to begin Monday, October 19.

Some businesses on the Strip bounced back within days. A WEHOonline report from July 22 said Book Soup reopened on July 21 and State Social House reopened on July 17. Dialog's room was badly damaged and couldn't reopen quickly.

The Café's Timeline

Dialog has been part of West Hollywood for nearly 18 years, and its July closure was the most visible loss at the corner. Founders Narbeh and Tadeh Ghazalian spent the summer looking for a nearby space where they could keep serving customers while the original room is rebuilt. In a statement carried by PR Newswire, the founders said, "Our priority has been finding a way to keep serving the neighborhood that has supported us for nearly 18 years."

They found the space at The Sun Rose. NBC Los Angeles reported that the new location is about half a mile from the original café. The residency was scheduled to open October 3, and by October 7 Velvet Hollywood described it as open every day from 6:30 a.m. to 9 p.m., with street-level access from the boulevard.

The residency serves the full menu. According to the announcement, regulars will find the Dialog Breakfast Burrito with pasture-raised eggs, the Chicken Caesar Wrap, the Madagascar Vanilla Latte and the Shaken Strawberry Oat Matcha Latte, along with smoothies and seasonal drinks. The hours also changed. A 9 p.m. close makes Dialog an option for an early dinner as well as breakfast and lunch, and hotel guests can order the same menu through room service.

Dialog says the one-year figure for the Holloway room is an estimate that could change as assessments and construction move forward. The café has said it will share updates on the original location separately. Until then, the residency is Dialog.

One Hotel Now Covers Breakfast Through Dinner

Dialog's move would matter less if The Sun Rose weren't already adding restaurants. In August, the hotel opened two rooftop concepts. Oleander focuses on Coastal Pacific cooking, and Yuhi is a 12-seat omakase counter serving 17 courses. Dialog's arrival in October means one building now offers a 6:30 a.m. breakfast burrito, a rooftop dinner and a counter that seats a dozen people.

General manager Kris Umstattd connected the two in the PR Newswire announcement. He said that "on the heels of last month's unveiling of Oleander and Yuhi," the hotel was "thrilled to add yet another amazing restaurant to our expanding culinary program." The announcement says the kitchen is led by Executive Chef Gino Pineda, whose background includes Barbrix Wine Bar and All'Acqua.

According to NBC Los Angeles, the arrangement came together through people in the neighborhood. A longtime Dialog customer with a connection to the property put the café's owners in touch with The Sun Rose. Co-owner Tadeh Ghazalian told the station that "the kitchen is ideally set up, and there's a huge patio with a breathtaking view of Los Angeles."

As long as the Holloway room is closed, the corner's food scene is centered on 8430 Sunset. Getting there means passing through the repair zone.

The Street's Timeline: Repaving Through November 12

The City posted LADWP's tentative schedule on October 15. Crews will replace bus pads and lay permanent asphalt in phases. At least one lane will stay open in each direction throughout the work, and the City says the dates may change with field conditions.

  1. Through Friday, October 23, 7 p.m. Westbound bus pad replacement. One westbound lane is closed around the clock, and traffic shifts into the remaining lane.
  2. Sunday, October 25, 9 a.m. through Thursday, October 29, 7 p.m. Eastbound bus pad replacement, also around the clock, with one eastbound lane closed.
  3. Sunday, November 1, 9 a.m. through Monday, November 2, 7 p.m. The second part of the eastbound bus pad work.
  4. Tuesday, November 3 through Thursday, November 5, 7 a.m. to 7 p.m. Westbound asphalt replacement.
  5. Sunday, November 8, 9 a.m. to 9 p.m., and Monday, November 9, 7 a.m. to 7 p.m. Asphalt replacement in both directions, with one lane closed each way.
  6. Tuesday, November 10 and Thursday, November 12, 7 a.m. to 7 p.m. Eastbound asphalt replacement. The right turn from westbound Sunset onto westbound Holloway is also closed during this phase.

Cross-street movements at the intersection will be restricted during most phases, including the turn from westbound Holloway onto westbound Sunset. The City doesn't expect those restrictions during the eastbound bus pad work from October 25 through November 2. For anyone coming down Holloway, those late-October dates are the easiest window of the month.

Halloween Falls in a Break in the Schedule

The posted schedule has no work between 7 p.m. on Thursday, October 29 and 9 a.m. on Sunday, November 1. The 2026 Halloween Carnaval falls inside that break. It's free and runs Saturday, October 31, from 6 to 11 p.m., on the one-mile stretch of Santa Monica Boulevard between N. Doheny Drive and N. La Cienega Boulevard.

Some Carnaval closures come close to the repair zone. N. La Cienega Boulevard closes between Holloway Drive and Willoughby Avenue, and the eastbound and westbound turn lanes from Sunset onto southbound La Cienega close too. Both run from 10 a.m. Saturday to 6 a.m. Sunday. Side streets at Santa Monica Boulevard may close as early as 7 a.m. Saturday because the traffic-control equipment takes up to five hours to install. The City is suspending permit parking restrictions from 11 a.m. on October 31 until noon on November 1.

The overnight handoff is short. The Carnaval closures are scheduled to lift by 6 a.m. Sunday, and eastbound lane work at Sunset and Holloway is scheduled to resume three hours later at 9 a.m. A Sunday-morning trip to Dialog on November 1 means post-Halloween cleanup on Santa Monica Boulevard and a lane shift on Sunset. Text "halloween" to (323) 848-5000 for the City's updates.

Where Recovery Help Stands

On September 17, Los Angeles County announced a Small Business Recovery Grant for businesses affected by the break. It's funded through Supervisor Lindsey Horvath's office and run by the County Department of Economic Opportunity. According to the county's grant page, the grant is limited to businesses identified through canvassing in a designated impact area, and those businesses will be contacted directly. Businesses outside that area aren't eligible.

For property damage and other losses, the City's July response page directed people to file claims with LADWP at ladwp.com/claims and to keep photos, receipts and repair estimates. Businesses can also reach the City at [email protected]. NBC Los Angeles reported in mid-August that LADWP had received 98 claims.

By November 13, if the schedule holds, the barricades should be gone and Sunset at Holloway should have permanent pavement for the first time since July. The café on the corner will still be at 8430 Sunset, open daily from 6:30 a.m. to 9 p.m.
